The town will begin a series of resurfacing projects in the coming weeks targeting town-maintained streets deemed most in need of repair. The work is part of a multi-year plan to bring all town streets up to standard and keep them there through annual maintenance. Town officials say it’s also part of an effort to address one of the major concerns residents expressed on a townwide survey in 2007. (See a list of streets to be resurfaced at the end of this article.)

At its July 14 meeting, the Town Board approved a $721,280 contract with Blythe Construction for the resurfacing on town streets. Doug Wright, the town’s project and public works director, said Monday the work will begin Aug. 10.  Crews will start on the west side of town and move eastward.  The work is scheduled to conclude, weather permitting, by Oct. 6.

Residents who live on streets scheduled for repaving will be alerted via door hangers and windshield notice, and will be required to remove vehicles from the street prior to work taking place. According to Mr. Wright, very few street closures are anticipated.

The resurfacing does not include some of the town’s major streets — such as Main Street, Concord Road and Beaty Street — because they’re actually state roads, maintained by the North Carolina Department of Transportation.  

To pay for the work, town officials are pooling money budgeted, but not spent, in 2008-2009 with funds allocated in the 2009-10 budget. Mr. Wright said the money was not spent last year because the town ended up concentrating efforts on the resurfacing and improvements on Griffith Street.

REPAIRS NEEDED AND WANTED

This year’s repair projects range from a twisting section of Lorimer Street in the heart of town to the roads bordering the McConnell Green to the access for the North Harbor Club.

“One of the things we heard on the citizen survey was that the town needs to devote more resources to keeping streets maintained,” Mr. Wright said Monday. He also noted that a 2007 road repair survey by the town found that the town’s streets overall were not up to standards.

“My goal is to address both of these things in a five-year period,” he said.

Over the next five years, Mr. Wright hopes to have enough money appropriated annually to bring all 40 miles of town-maintained roads up to standards. Thereafter, he hopes the town will be able to allocate enough money every year – he estimates the need at around $393,000 annually – for a rolling program of maintenance that will resurface every mile of town street every 15 years.
