Town Board to vote on zoning change, budget amendment

The Town Board meets Tuesday, Nov. 11, for a pair of public hearings and votes: on a proposed zoning change at a home on Davidson-Concord Road and on proposed revisions to the county’s Soil and Erosion Sedimentation Control Ordinance. The board also is expected to approve a $37,100 budget amendment and proposed revisions to the affordable housing ordinance.

The meeting begins at 6 p.m. at Town Hall, 216 S. Main St.

Also on the agenda is a possible vote on an agreement with neighboring towns that would establish a regional transportation commission. The towns since last year have been discussion ways of cooperating on mass transit, road improvements, highway widening and other issues. A committee appointed by area mayors recommended a regional body to help the towns work together.

As of Friday, the agreement was still not ready for the board, according to Town Manager Leamon Brice. Mr. Brice said Cornelius, Davidson and Mooresville are still waiting to see if Huntersville will join. This summer, Huntersville commissioners pulled out of four-town negotiations on forming the body. The remaining three towns decided to push forward with discussions.

The board also is expected to approve resolutions asking the state Department of Transportation for permission to take over maintenance of Jackson Street, the end of Shearer Road near Dembridge Drive, and part of Robert Walker Drive.

ZONING CHANGE

The board will hold a public hearing and vote on a request by veterinarians Bob and Karen Gochnauer to amend the town zoning map to allow a home at 16618 Davidson-Concord Road to be converted to a commercial/office use.

The Gochnauers run Mobile Large Animal Vet Services. They want to use the existing home on the property as an office and commercial space for mobile veterinary services. They say the change would involve only minor exterior and interior changes. The property would be accessed from Davidson-Concord Road along a shared driveway, the Gochnauers said in a letter to the town.

Access to the site eventually would switch to Southwest Drive, a future road, they said.

BUDGET CUTS

Mr. Brice has asked town department heads to identify potential budget cuts in case the town needs to hold back on spending because of lower than expected revenues amid the economic downturn. He told the board in a note last week that he has identified $157,000 in potential cuts, more than the town is likely to need. He’ll ask the board for their opinions on the potential cuts, to make sure they’re in line with board members’ spending priorities.

Meanwhile, the board is being asked to approve a budget amendment of $37,100 Tuesday. That would be to add revenue from Davidson College, which has agreed to pay for a crosswalk at Concord Road and Woodland Street.
