Board agenda includes budget, infill rules
The Davidson Town Board is scheduled to vote Tuesday on whether to adopt planning ordinance amendments to tighten restrictions on home sizes in the old part of town.
The board also will hold a public hearing Tuesday night about the proposed $7 million 2007-2008 town budget. And it is expected to vote on an ordinance that would allow the town to levy a new annual motor vehicle user fee.
The budget hearing and votes will come during the board’s monthly meeting, Tuesday at 7 p.m. at Town Hall.
The board also is scheduled to consider a revised master plan for Pott’s Street Cottages, a residential development on a 1-acre parcel on Potts Street. The town previously approved a 15-unit development on the site. Town planner Parviz Moosavi said Monday there’s a chance the item may be pulled from Tuesday’s agenda.
VEHICLE FEE
Town Manager Leamon Brice presented the $7 million budget at a Town Board work session April 24. View the preliminary budget on the town Website.
At that work session, Mr. Brice brought up the idea of generating new revenues with a vehicle fee. He said a $5 per car fee (the maximum allowed by state law) could raise $30,000 a year. He proposed the idea as a way to expand next year’s budget slightly without raising property taxes.
Mecklenburg County would collect the fee on the town’s behalf. If it is approved Tuesday, it would take effect June 1, but revenues would not begin arriving until October. The first, partial-year income would be about $22,500, Mr. Brice said in an email response to questions Monday.
VILLAGE INFILL
The board has sought changes in the Village infill rules amid concerns over redevelopment of existing homes n the old part of town, known as the Village Infill Planning Area. The board adopted interim rules last October and asked for a more thorough review and revision of the rules to be completed by this fall.
The changes up for a vote Tuesday would affect the height, square footage and setback requirements for new homes, renovations and additions. The amendments set slightly different requirements for each of six new “overlay districts” within the Village Infill area. That came in response to that blanket restrictions in the interim rules were inappropriate for the diverse collection of new and old neighborhoods within the infill zone.
The changes on the table this week were the subject of a public hearing at the last Town Board meeting April 10.
CONSENT AGENDA: Arts Task Force and more
On the “consent agenda” for Tuesday’s meeting, which includes items that will be voted on without discussion, are affordable housing plans for two housing developments – Naramore Court at River Run and Davidson Springs – as well as a master plan for the Park Place development.
The consent agenda also will include approving the appointment of citizens to the town’s new Public Art Task Force. (See related item below.)
